Our verdict

The ₹25 lakh health cover promised to every family in Tamil Nadu has no published scheme design, costing or start date.

The manifesto's health guarantee is unusually large: ₹25 lakh of insurance cover for every family in Tamil Nadu, explicitly not restricted to below-poverty-line households, alongside five new multispeciality government hospitals, a ₹500 crore annual mental health budget, 24/7 tele-consulting, and permanent status for temporary nurses.

Twelve weeks in, none of this has a published design. That is not by itself a criticism — a universal insurance scheme of this size is a multi-year build, and no government could have launched it by July. It is recorded here because the promise tracker needs a starting point, and because the 5 August budget is the first test of whether the commitment is real.

This portfolio is therefore left ungraded. The inherited system — including the existing state insurance scheme, PHC and government hospital staffing, and drug procurement — continues substantially as it was, and there is no verifiable July-2026 record on which a fair verdict could rest.

What this government inherited

The baseline as of 10 May 2026. Recorded separately because a government twelve weeks old did not create these conditions — but is now answerable for them.

The DMK's interim budget of 18 February 2026 allocated ₹22,090 crore to Health — a figure belonging to the previous government's budget, not this one's. The existing state health insurance scheme, medical college capacity and public hospital network all transferred unchanged.

Questions we are pressing

Specific and answerable. If this ministry answers them with evidence, we will publish the answers.

  1. What is the annual premium cost of ₹25 lakh cover for every family in Tamil Nadu, and who underwrites it?
  2. Will the ₹25 lakh cover replace or sit alongside the existing state health insurance scheme?
  3. Where will the five promised multispeciality hospitals be built, and has land or funding been identified for any of them?
  4. How many temporary nurses have five or more years of service and qualify for the promised immediate permanent status?
